APP Policy Manual & Ordinance

Art in Public Places Manual

Brea’s Art in Public Places (APP) Policy Manual describes sculpture requirements, the sculpture application approval process, milestones related to the construction schedule, and sculpture ownership responsibilities.

 History of the Program

Although Brea’s Art in Public Places Program was established in 1975, Brea City Council approved the first Art in Public Places Resolution (No. 84-143) in 1984, which approved the first Art in Public Places Policy Manual requiring private developers who met certain criteria to install publicly visible outdoor sculpture. In 2001, the City Council adopted Ordinance No. 1050 which added the requirement to the City Code (Zoning Code section 20.408.040 subsection C.4).

The current APP Manual was approved by City Council by Resolution No. 2021-066 on November 2, 2021.
